My fellow Koreans and party members!
I have to admit that the great difficulties under which the party and the nation are placed make my responsibilities much heavier. Sleepless nights plague me as I worry about whether I would be able to fulfill my role and meet the expectations of the Korean people and party members. However, I will not bend or succumb to the hardship. I will not betray your expectations and devote everything I have to revitalize the Grand National Party.
My fellow Koreans,
The Grand National Party now stands at the starting block of new change. With firm commitment and backbreaking efforts, we will stand by the Korean people. We will become the people's party in its truest sense, representing the silent majority and sharing the pains of ordinary citizens. Our priority will be placed on making lives better for the people and lessening their hardship as much as possible. Since people made sacrifices for the country, the core political task should be to build a country where hard work is duly rewarded. The GNP will spearhead the movement to create a country that guarantees due compensation for people's sweat and toil. In addition, the GNP will be reborn as a party embracing new security concept that seeks to settle peace on the Korean peninsula and strives for joint development with North Korea, thereby truly integrating this country torn and fractured by region and ideology.
We will walk down the path of reform not with words, but with action. The first step is shaping the GNP into the most transparent and corruption-free political party. First, our party promises to be the most transparent and fair political party in the upcoming general election. All GNP candidates agree to disclose their compliance with the legally mandated limit of campaign fund and election costs.
Second, how the political party fund (subsidy from the national treasury) was used will be posted on the Internet on a quarterly basis. We will ask the Board of Audit and Inspection to audit whether the fund has been used properly, if necessary, as the fund is, in essence, people's tax money.
Third, we will by no means tolerate corruption. The Party will no longer and will not be able to harbor anyone implicated in corruption. Those who are indicted by the Prosecutor's Office will have their party membership suspended, and, when found guilty, will be permanently removed from the party roster.
Fourth, as long as I remain GNP Chairperson, there will not be any more chaos and ad hoc sessions with improper intentions at the National Assembly. Parliamentary sessions held just to shield those involved in corruption cases should now be history. The social atmosphere will be such that those accused, if found to be surely implicated in corruption scandals, will be impelled to resign voluntarily from their posts before judicial rulings are passed.
The second step includes the rebirth of the GNP as a digital political party befitting the era of information revolution and pioneering the future. After the general election is over, a party reform organization will be established to design a three-year plan for the new GNP, and a party reform and national vision program will be presented at the party convention in June. According to the plan, the GNP will be reshaped into a cutting-edge digital and policy-oriented party in one year by incorporating a wide range of opinions from party members. The 40-year-old party system will be fundamentally overhauled and a future vision embracing fresh political faces will be provided.
The GNP will present the vision for the future - the era of national integration that transcends region and ideology. In such an era, the politics of confrontation and conflict will be transformed into that of compromise and coexistence. In such an era, Korea's middle class will be resurrected to help achieve the national income level of 20,000 dollars. In such an era, our young people will be active as integral parts in all fields of work around the globe.
My fellow Koreans,
I appeal to you in all sincerity. The politics of division and hatred should be over. The right type of politics should not be the one forcing choice upon people, but one that presents them with visions and alternatives so they can choose for themselves.
Today will be the last day of outdated political culture, and day one of new politics. The Grand National Party has waken up from its long slumber. I ask you to join me in raising it up to its full glory.
